Abstract

The ‘Makan Bergizi Gratis’ (MBG) is an Indonesian government program in which free nutrition-balanced lunch meals are given to students during school time. It involves a fantastic budget with various basic good intentions. Currently, numerous publications are circulating that discuss MBG from various perspectives. However, there are still no papers available that review ethical issues that can arise in the implementation
of this government-sponsored program. Three things are the basis for the ethics of an action to be of good value: having a good intention, being done in a good way, and being implemented in the right conditions. This
article examines the MBG program from the perspectives of utilitarianism and deontology, reviewing the ethical values contained therein. The conclusion of this ethical study encourages the importance of preliminary research before implementing a large-scale program in order to analyze the cost-benefit, accuracy of problem solving, efficiency of implementation with an emphasis on quality, and enhance the safety of program participants. In addition, building community motivation to be able to help themselves without expecting the mercy of others is considered to be a separate highlight amid the controversy over the MBG program.
